The Ministry of Finance amends certain regulations on fees and charges effective from March 10, 2025.

On January 21, 2025, the Ministry of Finance issued Circular No. 06/2025/TT-BTC amending various circulars of the Minister of Finance regarding fees and charges.

Accordingly, Article 1 of Circular 06/2025/TT-BTC stipulates amendments and supplements regarding the organization of fee and charge collection as follows:
(1) Amendment and Supplement to Article 3 of Circular 33/2018/TT-BTC on Fee and Charge Collection Organization:
"Fee and Charge Collection Organization
The competent state authority responsible for appraising and issuing international and domestic travel business licenses, tour guide certificates, and licenses for establishing representative offices in Vietnam for foreign travel service businesses according to legal regulations shall act as the fee and charge collection organization under this Circular."
(2) Amending and supplementing Article 3 of Circular 34/2018/TT-BTC on the organization of fee collection:
"Fee collection organization
The competent state authority responsible for appraising and recognizing tourist accommodation facilities and other tourism service businesses that meet standards for serving tourists according to legal regulations shall act as the fee collection organization under this Circular."
(3) Amending and supplementing Clauses 1 and 2, Article 3 of Circular 94/2021/TT-BTC on the organization of fee and charge collection:
1. Fishery vessel registration facilities, certified by competent state authorities as meeting registration conditions, shall act as fee collection organizations for technical safety inspection of fishery vessels and inspection of fishing equipment under this Circular.
2. Competent state authorities responsible for appraising conditional business operations in the fisheries sector, including the registration of fishery vessel inspection businesses, licensing of fishery operations for vessels engaging in fishing activities in Vietnamese waters, appraisal of shipbuilding businesses operating in this sector, and issuance of fishery operation permits, shall act as fee and charge collection organizations under this Circular.
