CONTENT OF THE PROPOSAL FOR PROVIDING INTERMEDIARY PAYMENT SERVICES

In the application file for the intermediary payment service operation license, the proposal for providing intermediary payment services must include the following contents:

- Scope of provision.
- Customer types.
- Conditions for use.
- Diagram and explanation of the operational steps.
- Cash flow process from the initiation of a transaction to the settlement of obligations between the relevant parties for e-wallet services and collection and disbursement support services.
3 Mechanism for Opening and Maintaining Payment Guarantee Accounts for E-wallet Services - The organization providing e-wallet services must open a payment guarantee account for the e-wallet service provision.
- Maintenance of the total balance across all payment guarantee accounts for e-wallet services.
- The purpose of using the payment guarantee account for e-wallet services according to legal regulations.
4 Mechanism for Ensuring Payment Capability for Collection and Disbursement Support Services - Establish a mechanism to ensure payment capability for collection and disbursement support services in compliance with legal regulations.
5 Internal Inspection and Control Process - Establish internal regulations on inspection and control, including: purpose, requirements; implementation procedure; responsibilities of relevant departments.
6 Risk Management Process, Ensuring Safety and Security - Regulations on risk management, safety, and security, ensuring compliance with SBV's regulations on electronic banking activities.
- Regulations on the creation, use, storage, and archiving of electronic documents according to the law on electronic transactions in banking activities.
